That's because under the rules of reason (a.k.a. logic), it is literally impossible to prove a negative. That's why American Law requires a charge be proven true instead of requiring the accused to prove she or he is NOT guilty.
Anyone suckered into proving a "Not" anything loses.
Likewise, UN-Employment percent is a NOT measurement. That's why it is so easy to for Collectivists to intentionally muddle what it means.
In contrast, the percent "Employed Full Time", which is also published, cannot be muddled. That is why collectivist minions in government, media and elsewhere focus on UN-Employment percent and ignore the percent "Employed Full Time".
The verb TO BE makes much dishonesty possible. (Does anyone else remember Clinton's testifying that "It depends on what the meaning of "IS" is"?)
Example: "I AM hurt" v. "You hurt me when you ...".
The first is a gabit well used by Collectivists to gain advantage, because it is a permanent state of being that denys the target any specific action she or he may choose to correct it ... or not.
Ditto "I AM offended" (that offers no means by which it can be corrected ... or not) v. "You offended me when ..." (that offers a way for the victim of that attack to be correct it ... or not)
Unreference Plural Pronouns, and Unreferenced Plural Proper Nouns, fall in the same category of inherently dishonest rethoric.
E.g. Members of the Political Class who say "WE" need to sacrifice, work, contribute, etc. never mean she or he intends to participate in the sacrifice, etc.
Doubling up: "WE AMERICANS" often signals that the person has position she or he is unable to defend, and therefore tries to hide her or his lack of intelligent resaons by presuming to speak for everyone without asking them.
And honest alternative is "People who accept and honor the Principles that define The American People will ...

And whereas it was once synonomous with American that is defined by the choice to accept and honor the Principles that define The American People, that is ever less frequently true.
And a frequent mistake made by people who describe themselves as
Conservatives, or Republican, is to assume that it is.
